Civilian energy infrastructure in the Donetsk, Sumy, Kharkiv, Cherkasy and Chernihiv regions came under Russian fire during the past day, the Ministry of Energy of Ukraine reported on September 17.

“In the Sumy region, substations were turned off during the air raid. A fire broke out at one substation as a result of a missile-drone attack, cutting off power to more than 281,000 consumers in 601 settlements, as well as industrial enterprises in two regions. Currently, the power supply has been partially restored,” the message reads.

In the Donetsk region, according to the Ministry of Energy, a substation, household consumers and a mine lost power due to shelling. There were no people in the mine at the time of the incident.

In the Cherkasy region, due to the fall of UAV debris, the overhead line was shut down, substations and household consumers were cut off, power has already been restored, the report says.

As the ministry noted, in the Chernihiv region due to rocket attacks, overhead lines were shut down, in total more than two thousand subscribers in 22 settlements were cut off, power has already been partially restored.

The Ministry of Energy also stated that planned blackouts are not expected on September 17, but called for economical consumption of electricity, especially during peak hours – from 7:00 a.m. to 10:00 a.m. and from 6:00 p.m. to 10:00 p.m.

“Thanks to the efforts of energy workers, the situation in the power system remains stable, however, significant damage caused by mass attacks of the enemy, in particular one of the largest attacks on the power industry on August 26, continues to complicate the operation of the power system. In addition, Russian troops do not stop daily shelling of energy infrastructure facilities,” the report says.

The ministry specified that, in total, since October 2022, Russia has carried out more than a thousand strikes on Ukrainian energy infrastructure facilities.

Electricity blackout schedules ceased to apply on September 7. This restriction has been applied since the day of another large-scale shelling of Ukrainian energy facilities by Russian troops on August 26. Ukrenergo called this Russian attack on the Ukrainian energy system the largest since February 2022. According to Prime Minister Denys Shmyhal, a total of 15 regions of Ukraine were affected by the attack.

In the summer, Ukraine periodically operated hourly blackout schedules, the main reason for their use being the consequences of Russian missile and drone attacks on Ukrainian power plants. According to Ukrenergo, the losses of the Ukrainian energy system exceed 9 GW of capacity, which is equivalent to the consumption during peak hours in the summer of the Netherlands or Finland.
