“Now servicemen of the Armed Forces can quickly and without unnecessary bureaucracy submit a report for transfer to another unit. The process is as convenient as possible and takes only about 15 minutes,” he said.
Umerov clarified that:
- to submit a report, you will need a military card or an officer’s certificate and a letter of recommendation from the unit to which the soldier is planning to transfer, a VLK opinion may also be required for transfers due to health
- no commander’s consent or Army ID of the commander is required to file a report; the request is automatically sent to the Personnel Center of the Armed Forces, where it will be considered within 72 hours
- in some cases, the Personnel Center directly addresses the commanders of military units for approval. This is possible for transfers between rear or combat brigades, also if the soldier is an officer or holds an officer position
- in case of refusal to “Army+”, the reasons must be indicated. In particular, transfers are prohibited for military personnel who have served in their unit for less than six months or less than a year has passed since the previous transfer at the initiative of a military person
“All grounds for refusal are clearly defined by the Resolution of the Cabinet of Ministers of Ukraine dated November 12, 2024 No. 1291. The service was created to simplify the transfer process and was made possible thanks to the cooperation of the Ministry of Defense, the Armed Forces and public organizations,” the Minister of Defense said.
The other day, the Cabinet of Ministers adopted a resolution on the introduction of a transfer mechanism between military units at the initiative of servicemen. President Volodymyr Zelenskyy said that the mechanism was developed in cooperation between civil society, the Ministry of Defense and the Armed Forces of Ukraine, and transfers will work through the “Army+” application.

The difficulty of voluntary transfers in the army has been repeatedly reported. In July, a petition was registered on the website of the President’s Office regarding the regulation of the practically impossible procedure for the transfer of servicemen between units of the Defense Forces. However, the appeal did not receive the necessary support for consideration.
