The briefing was devoted to who will be affected by the increase in taxes and what will be the features of the 2025 budget, the law on which Volodymyr Zelenskyi signed today.
In particular, it was also about the prices of gasoline for consumers, because, according to the changes to the Tax Code, the so-called advance income tax is expected on the network of gas stations. Each gas station will have to pay up to 60,000 hryvnias per month. The Minister of Finance claims that nothing will change for consumers.
“This will not lead to an increase in the cost of gasoline prices. We are equalizing the taxation system. And this was the reaction of the market,” says the official.
He clarified that currently there are gas stations that pay income tax, and there are those that do.
In addition to the fuel issue, Serhiy Marchenko was asked to comment on rumors that the International Monetary Fund demanded an increase in value added tax from the Ukrainian side.
“Negotiations are always about trust. We are now approaching the sixth revision of the program with the IMF,” Marchenko said and added that it was difficult to call these negotiations simple.
He confirmed that the parties raised the issue of value added tax during these negotiations. According to the minister, so far an agreement has been reached on the conditions under which the question of raising VAT will be returned to:
“Yes, this question will constantly arise. Yes, depending on the extent to which we fulfill our other obligations, if the taxes we raised show their effect, if we do not have a sharp need to reduce expenses, then we will not raise the question of raising VAT.”

In addition, the Minister of Finance added: after the signature of the President, the law will be adjusted to avoid retroactivity. That is, all changes will take effect from December 1.
On November 28, President Zelenskyi signed the law on raising taxes, as well as on the state budget for 2025.
The Verkhovna Rada adopted the draft state budget for 2025 on November 19. In addition, it foresees record expenditures at the level of 3.94 trillion hryvnias, of which defense expenditures amount to 2.22 trillion hryvnias.
In October, the deputies voted for the draft law on increasing taxes. Subsequently, the parliament rejected all resolutions that blocked its signing.
