It is noted that although the previous US administrations also supported the voluntary return of migrants, the Trump administration’s plan is unusual because it covers people who have fled from one of the most dangerous places in the world, and aimed at passing the International Migration Organization (IOM), UN institutions, which is usually taken care of by the return of migrants.

It also coincides with the administration’s attempts to reduce foreign assistance, including the United States Agency for International Development (USAID) and the termination of 80% of its programs, including those operating in Ukraine, Haiti and other countries.

In addition to Ukrainians and Haitans, the documents mention Afghans, Palestinians, Libyans, Sudan, Syrians and Yemeni – they can also be a targeted audience of the voluntary return program. The documents state that IOM does not support the return of people to any of these countries.

The documents had a “preliminary discussion”, and the DHS spokeswoman called them “obsolete”, because they dated the end of April – early May. However, the DHS and the State Department last week signed an agreement that provides for the same procedure and the same amount – $ 250 million – although it does not mention specific nationalities.

According to the knowledgeable interlocutor, Afghans may be the first to be this program.

Critics of the plan, including former government officials, called it inhuman and contrary to traditional American values. They also express doubts whether such use of funds is illegal, as they were assisted for refugees.
