- Limit age 25 years to provide delay from mobilization for vocational schools and students of professional colleges;
- exclusion of the right of delay for listeners professional schoolsthat improve professional qualification without education;

According to the bill, mobilization will not be subject to:
- VET students and college students who entered no later than a year before reaching the limit age;
- students who first receive education at a certain level;
- doctoral students, interns and resident doctors who study at the appropriate level for the first time;
- Scientific, scientific-pedagogical and pedagogical staff working at least 0.75 rates in the institutions of higher, professional preceding, vocational, general secondary and extracurricular education, as well as in scientific institutions;
- Extra -curricular education teachers who manage circles if they were employed in the main work until the beginning of 2025. It is about ecological-naturalistic, technical, research-experimental and military-patriotic circles.
At the same time, a delay will not be able to get men aged 25+ who They study for the second time at the same or lower level of education as well as those who studies abroad after February 24, 2022.

In particular, the Cabinet has appointed state scholarships for 29 prominent education figures.
