In October, at least 183 civilians were killed and 903 were injured in Ukraine due to Russian attacks, 45% of the dead were over 60 years old, nine children were killed and 49 were injured, according to the report of the United Nations Human Rights Monitoring Mission in Ukraine (UMHRU).

The organization says that from February 24, 2022, after the start of Russia’s full-scale invasion of Ukraine, to the end of October 2024, 12,162 civilians were killed and 26,919 were injured.

The report notes that “the total number of civilian casualties is likely to be underestimated in cities where long-term, intense hostilities took place at the beginning of the Russian offensive in 2022, such as Mariupol (Donetsk region), Lysychansk, Popasna, and Severodonetsk (Luhansk region)”.

It is also emphasized that “the Russian armed forces have increased attacks using long-range unmanned aerial vehicles (barrage munitions) throughout the country – in a month, according to reports, more than 1,900 such strikes were recorded.”

“As a result of strikes or falling debris from intercepted ammunition, 6 civilians were killed and 21 people were injured, as well as damage to civilian property and infrastructure. In addition to casualties and injuries, the near-daily frequency of these attacks, combined with the constant sounding of air-raid sirens, has caused a significant deterioration in the living conditions of the civilian population,” the UN report said.

The experts emphasized that “in October, 80% of the casualties (deaths and injuries) among civilians were recorded near the front line, in particular as a result of aerial bombardment, artillery shelling, strikes from multiple rocket systems and short-range unmanned aerial vehicles. The largest number of victims was in the Kherson, Kharkiv and Donetsk regions.”

“The majority of civilian casualties (94%) and damage to educational and medical institutions (96%) in October occurred in the territory controlled by the government of Ukraine. At least six attacks on ships and seaport infrastructure in the territory controlled by the government of Ukraine (Odesa region) occurred in October. One strike was carried out on a port in the territory occupied by the Russian Federation (Zaporizhia region),” the report concluded.

The UN Human Rights Monitoring Mission in Ukraine operates on the basis of an agreement between the Ukrainian government and OHCHR dated July 31, 2014.

The leadership of Russia denies that the Russian army during a full-scale war inflicts targeted strikes on the civilian infrastructure of the cities and villages of Ukraine, killing the civilian population and destroying hospitals, schools, kindergartens, energy and water supply facilities.

The Ukrainian authorities and international organizations qualify these strikes as war crimes committed by the Russian Federation and emphasize that they are purposeful.
