“Transfers will work through the “Army+” application. 72 hours to check the report. The result of the check is communicated to the soldier through “Army+”. In case of refusal, clear reasons must be indicated. In case of approval, a clear decision.
The Ministry of Defense of Ukraine must monitor the effectiveness of the approved mechanism. The technical readiness for the start is November 15.”
Details: Zelenskyy said that the newly introduced mechanism was developed in cooperation between civil society, the Ministry of Defense and the Armed Forces.
Umerov wrote that “instead of long approvals, now only a copy of the military ticket (or an officer’s certificate) and a letter of recommendation from the new brigade are needed.”
“For private and non-commissioned officers, permission from the acting commander is no longer required. The personnel center of the Armed Forces processes documents according to a clearly defined procedure within 72 hours,” he wrote.
According to Umerov, unjustified refusals will be reviewed by the Ministry of Defense. Transfer is possible no more than once a year, and after 6 months of service in the current unit.
