“(Now – ed.) there are no restrictions on the access of citizens to the rights related to the registration of acts of civil status. All acts of birth, death, marriage and divorce can be carried out in the usual manner, but with the use of paper media,” she said.
At the same time, registration of data on wills and inheritance rights is carried out without access to registers, Stefanishyna added. All notarial actions that do not require verification of data in the registers will be carried out by public and private notaries in the future.

According to the government official, the priority issue is the restoration of the Unified Register of Powers of Attorney, the register of special forms of notarial documents and the inheritance register. In the future, the priority will be to restore the Unified State Register of Legal Entities and Individual Entrepreneurs and the State Register of Real Estate Rights. She added that the restoration of registers will start from Monday.
“In the next two weeks, we will try to restore the full functionality of state registers. As soon as it became known about the cyber attack, together with the Security Service of Ukraine, the special center under the National Security Council, the State Service for Special Communications and Information Protection, we worked on the spot at the state enterprise “National Information Systems”, all the circumstances are being established,” Stefanishyna said.
According to her, there is no threat of loss of data or loss of functioning of registers: “all registers will be restored, data will be renewed.” Subsequently, Stefanishyna reported that she had received information from the head of the State Intelligence Service that the data leak was not confirmed.
On December 19, the head of the Ministry of Justice announced the most extensive external cyber attack on the state registers of Ukraine in recent times. As a result of the targeted attack, the work of state registers was temporarily stopped.
