Details: The signing of the document was a continuation of the summit on the future of New Caledonia, which took place on July 2 with the participation of President Emmanuel Macron.

In particular, it is the organization of the New Caledonia State within France, which will be entered in the French Constitution. In 2026, the Basic Law of New Caledonia should be approved, which will determine the principles of government on the island.
The residents of the island will be able to simultaneously be citizens of New Caledonia and France and enjoy the benefits of such dual citizenship. This step is also planned in 2026. At the same time, the exit from France’s citizenship will automatically mean the loss and citizenship of the New Caledonia.
The project also prescribes detailed criteria as to which of the residents of the island will be entitled to local citizenship.
New Caledonia is expected to exercise its diplomatic interactions in accordance with international obligations and fundamental interests of France.
Paris, for its part, will maintain a wider representation of the archipelago in international organizations, but reserves the powers in the field of defense, security, public order and the implementation of justice – with close involvement of local authorities.
Some blocks of the Agreement relate to plans to improve the economic situation and the development of New Caledonia, as well as other areas of life.
François Bayra’s Prime Minister reacted to comment on the agreement of historical importance and that he is proud of the result of negotiations.
In the future, the government should prepare a project amendments to the Constitution and other legislation in order to start implementing the agreement.
That preceded: The prerequisite for this process was large -scale riots in New Caledonia in May 2024 through the initiative of the election reform of Paris. The indigenous population, the canaks, argued that it is directed against them and locks their aspirations for independence.
During these events, 13 people were killed, including two police officers, hundreds were injured. To resolve the situation, France sent thousands of military and police to New Caledonia.
Before that, in the 2021 referendum, New Caledonia voted in favor of abandoning independence.
