Financial Times About Subsoil Agreement: Between the US and Ukraine at the last moment there were differences

Financial Times reported that the signing of the Framework Agreement on the use of subsoil between Ukraine and the United States was at risk of disrupting at the last moment when the Ukrainian delegation went to Washington.

Details: According to FT, when a plane with the first Viceremian of Ukraine Yulia Sviridenko has already gone to the United States, representatives of US Finance Minister Scott Bessent told her that she should “be ready to sign all agreements or return home.”

Two Ukrainian officials stated that Washington wants to sign both a framework agreement at a time and a separate, more detailed investment fund agreement that will manage revenues from mineral production.

Another source, aware of the US position, said FT’s negotiations did not end because Ukraine allegedly tried to “review the terms” of the document agreed on the weekend.

The Ukrainian side explained to the publication that the US information is inaccurate and that Kiev cannot sign both documents on Wednesday, since the Fund Agreement should ratify the Verkhovna Rada before signing.

Earlier, on April 30, the Prime Minister of Ukraine Denis Shmigal stated that Kiev is ready to sign all agreements necessary for establishing an economic partnership with the United States, starting with the framework agreement.

“(Signing the main agreement. – Ed.) It will be the first step. Further under this agreement will be the signing of two more agreements – technical, executive, about the creation of the fund directly and its financing and filling,” he said.

• On April 17, Ukraine and the United States signed a memorandum of intentions to “complete the official agreement on economic partnership and the investment fund of reconstruction”.
