As the Security Service of Ukraine clarified, it is a case in which Tsarev was found guilty of financing Russia’s armed aggression. Due to the fact that the former People’s Deputy is abroad, the case was considered in absentia, in the absence of the accused.
“According to the SBU’s materials, the court sentenced Tsarev to 8 years in prison, and also confiscated all his property,” the agency says.
Among the seized assets, the SBU names:
- two property complexes in occupied Crimea: sanatorium “Kirova” and museum “Estate of Princess Baryatynska”, the total value of which is more than 456 million hryvnias
- an apartment in the center of Dnipro worth 3.2 million hryvnias
- a plot of land in the Kyiv region, which is estimated at 1.3 million
According to the case materials, the former parliamentarian regularly finances the budget of Russia by paying “taxes” from his recreational business in Crimea, and also finances the Russian Guard, which he pays for the protection of these facilities.
The court recognized Tsarev as “financing actions taken with the aim of changing the boundaries of the territory or the state border of Ukraine.”

The Office of the Prosecutor General clarifies that the court passed a verdict for the public accusation of the Vinnytsia Regional Prosecutor’s Office. In particular, the investigation established that the politician transferred funds for the protection of the museum-manor and sanatorium belonging to him in the city of Yalta to the accounts of the “federal state unitary enterprise “Okhorona” of the federal service of the Russian National Guard troops.”
“Currently, the convict is in the territory of the aggressor country, where he continues to carry out illegal activities. He will serve the prescribed sentence from the moment of his arrest,” the prosecutor’s office adds.
In May 2022, former People’s Deputy from the “Party of Regions” Oleg Tsarev was already sentenced in absentia to 12 years of imprisonment. He was found guilty of publicly calling for changes in the territory and state borders of Ukraine and for a violent change in the constitutional system.
