Details: On June 13, NABU and SAP announced the exposing of a corruption equipment in the construction sphere with the participation of top officials of the state, which could lead to the infliction of more than 1 billion UAH of losses. Anti -corruption authorities reported suspicion to 5 defendants, including two persons related to Chernyshov – former State Secretary of the Ministry of Regional Development Vasyl Volodin and former adviser to minister Maxim Gorbatiuk.
According to the investigation, the developer and his trustee developed a scheme of illegal receipt of a land plot in Kyiv with an area of more than 11 hectares on Tiraspolskaya Street 43 for the construction of a residential complex. Officials of the Ministry of Regional Development and the director of a state -owned enterprise were involved in the implementation of the scheme.
Officials of the Ministry, during the period when it was headed by Alexei Chernyshov, created the conditions for the transfer of the land plot to the management of the said state -owned enterprise, the state secretary granted permission to commit a significant economic obligation, and the director of the state enterprise illegally concluded with a “necessary” construction company.
According to them, the developer had to give the state part of the future apartments in the amount proportional to the value of the land. To minimize this amount, the land and the existing building were estimated almost five times cheaper, and the difference between such valuation and market value exceeded UAH 1 billion. It is for this amount that the state would not have real estate in the case of contracts. This was prevented by the arrest of the plot imposed at the request of NABU and the SAP.
For the realization of the equipment, the developer and his trusted person were provided to the officials of the Ministry and their persons discount on apartments in the already built residential complexes of Kyiv. With it, the cost of a square meter was from 1 to 8 thousand UAH at a minimum market value of about 30 thousand UAH. The total amount of undue benefit provided is UAH 16.8 million.
