According to the lawyer of the head of the CPC Elena Shcherban, the searches of Shabunin conducted the State Bureau of Investigation. The letter also mentioned the DBR’s statement about the use of the CPC Chairman by a volunteer car, but emphasized that this car was handed over “specifically for the needs of military Shabunin.”
“This criminal prosecution has signs of politically motivated, contains abuse of law, that is, contrary to Ukraine’s obligations under Article 18 (limits for the application of restrictions of rights) of the Convention for the Protection of Human Rights and Fundamental Freedoms in combination with Article 6 (right to a fair court) and Article 10 (freedom of expression).

The Prosecutor General is urged to ensure impartial procedural guidance of pre-trial investigation and conduct an investigation into investigators in case of severe violations of criminal procedural legislation. In the absence of a criminal offense, they demand to close the criminal proceedings against Shabunin.

- In March 2024, the head of the Corruption Center Vitaliy Shabunin stated that the State Bureau of Investigation had registered two criminal proceedings against him: for “evasion of military service” and “forgery of documents from NAPC”.
