In 2015, Plyatsuk founded “Defense Technologies” company and starting in 2016, he began buying up the bankrupt Nizhyn repair plant in parts.
At the time of the full-scale invasion of Russia into Ukraine, a large part of the Nizhyn Remzavod belonged to the Plyatsuk company.
One of Plyatsuk’s companies is called “NIZHYNSKY REPAIR PLANT” LIMITED LIABILITY COMPANY.
Plyatsuk himself, according to the sources of the UP in law enforcement agencies, left the country on February 23, on the eve of a full-scale invasion, and returned only six months later, on September 22.
At the same time, currently, according to the sources of the UP among the border guards, Plyatsuk is leaving the country as a man who has armor against mobilization with a driver, who initially also went on a business trip, and later received a disability of the second group.
UP journalists also noticed Plyatsuk in the government quarter, in order to get there at the moment it is necessary to have a special pass.
According to sources of the UP in political circles, such a pass was ordered for Plyatsuk by the secretary of the People’s Deputy from the “Servant of the People” faction, Igor Kopytin. Kopytin is the chairman of the subcommittee on defense industry of the Verkhovna Rada committee on national security, defense and intelligence.
In addition, in 2021, one of Kopytin’s assistants even had a power of attorney from the Plyatsuka company for the right to represent interests and sign documents in negotiations with the Turkish defense company.
Verbatim UP: “The interlocutors of “Ukrainian Pravda” in the defense sphere claim that it was during this period (when he was spotted in the government quarter – ed.) that a decision was made to award another state contract to the Plyatsuka company for the repair of ten anti-aircraft missile complexes. Repair of one air defense system costs on average about 20 million hryvnias or half a million dollars. At the same time, in 2024, Plyatsuk had another larger contract from the state.
Also, several unrelated sources directly related to the management of the state defense complex reported that they were pressured by various officials to cooperate specifically with Dmytro Plyatsuk’s company…
According to the interlocutors of the UP in law enforcement agencies Plyatsuk, using his connections, receives and fulfills state contracts for the repair of air defense systems without disclosing information about the origin of documentation and spare parts“.
Details: In response to the request of the Ministry of Defense, the Ministry of Defense reported that for the period 2022-2024, the state concluded contracts with the Plyatsuka enterprise in the amount of UAH 1,982,514,509.

And Plyatsuk arrives according to the testimony of UP’s interlocutors in law enforcement agencies to the meeting of the Defense Committee of the Parliament. Simply put, Plyatsuk is seen at the defense committee regularly and much more often than other representatives of private companies.”
The presence of Plyatsuk at the meetings of the BP committee may indicate that after returning to the country from Vienna, he managed to significantly increase his influence on the Ukrainian defense complex and currently repairs air defense systems in much larger volumes than state companies.
In April 2023, Plyatsuk’s “Defense Technologies” was sued and demanded compensation of 40 million hryvnias for the fact that, after the start of the Great War, their facilities on the territory of the Nizhyn Railway Plant were expropriated by the military. In a conversation with UP Plyatsuk said that it would be good if the state returned the alienated object to him.
In 2012, when Yanukovych appointed Dmytro Salamatin, a former citizen of Russia, to the position of Minister of Defense, Plyatsuk became his deputy.
