Among the State Institutions, Ukrainians are most trusted by the National Guard, and the smallest courts are survey

Among the state security and human rights institutions, Ukrainians are most entrusted with the National Guard and the SBU, the least – the judicial system and office of the Prosecutor General. Details: According to the survey, the National Guard of Ukraine (84%) and the Security Service of Ukraine (78%) have the highest level of trust among the state security and human rights institutions.

The State Border Service (62%), the Center for Combating Misinformation (55%) and the National Police (48%) also have a significant level of trust.

The State Customs Service (60%of distrust), the Prosecutor General’s Office (66%) and the Ukrainian Courts (73%) are the least trust.

Young Ukrainians (18–29 years old) show a particularly high trust in law enforcement agencies, which is a reflection of their direct experience of war and an important role that these institutions play in protecting life and communities, sociologists say.

This indicator also emphasizes that reforms are recognized as younger generations, instilling optimism that the future leaders of Ukraine see value in building stable, EU -oriented state institutions, even in war conditions, according to a release.

Additionally: From July 31 to August 5, 2025, Cati (Computer Assisted Telephone InterViewing) – telephone interviews using a computer) based on a random sample of mobile telephone numbers, sociologists interviewed 2000 respondents aged 18 years and older.

The survey was conducted in all areas except the temporarily occupied territories of Crimea and Donbass, as well as territories where there is no Ukrainian mobile communication at the time of the survey. The results are weighed using current data of the State Statistics Service of Ukraine

Representativeness: sampling representative by age, gender and type of settlement (error – not more than 2.2% with a trusting probability of 0.95).
