Almost half of Ukrainians agree to join NATO without the occupied territories – survey

Details: In particular, in December 2024, 47% of respondents answered affirmatively to the question of supporting Ukraine’s accession to NATO if part of its territory remains occupied. This is 14 percentage points higher than in June 2023.

36% of respondents are not ready to support joining NATO if part of the territory of Ukraine is occupied, which is 16 percentage points less than in June 2023.

Respondents over the age of 50 (40%) reported more often that they were unwilling to support joining NATO if part of the Ukrainian territories remained occupied; respondents who lived in the eastern (36%), central (38%), and southern (48%) regions before the full-scale invasion; respondents living below the poverty line (46%); respondents who do not have relatives in the temporarily occupied territories (42%).

According to 55% of respondents, the best option for guaranteeing security for Ukraine is joining NATO.

Neutral status, secured by international guarantees, is supported by 12% of respondents.

Out of the proposed options, from the point of view of the country’s security, the non-aligned status of Ukraine with a limitation of its own defense capabilities and a bet exclusively on its own forces with the preservation of defense capabilities turned out to be less reliable for the respondents – these scenarios were supported by 3% of the respondents.

60% of respondents believe that only Ukraine’s accession to NATO can prevent repeated military aggression by the Russian Federation. Among other defense strategies that can be effective in protecting against a repeated attack by the Russian Federation, respondents also often mentioned the restoration of the state’s nuclear status (39%).

The least effective of the proposed strategies, according to respondents, is the creation of a demilitarized zone on the contact line, regardless of whose troops will be involved in its control.

Ukraine’s entry into NATO and the restoration of nuclear status are the most common answer options among all respondents, regardless of the macro-region of residence before a full-scale invasion, financial situation, or the presence of relatives in the temporarily occupied territories.

During the face-to-face survey, 1,518 respondents over the age of 18 from all government-controlled territories of Ukraine were interviewed.

What happened before:

  • Another poll showed that as of November, about 70% of Ukrainians were positive about the idea of ​​Ukraine’s gradual accession to NATO, as it once was for a divided Germany.
  • As reported, more than half of Polish citizens for the first time supported the opinion that the war in Ukraine should be ended, even if it has to give up part of its territory or independence.
