Another interlocutor called the plan a “wish list.”

At least one of the allies, two sources said, has suggested that the time has come for a new round of engagement with Vladimir Putin, either from Zelensky or other countries.

Western countries are also beginning to worry about their own security as Russia continues to produce weapons that could have an impact beyond Ukraine.

Zelensky presents his plan on the sidelines of the annual session of the UN General Assembly. One official said that while allies want to support Ukraine as long as necessary, Zelensky needs to clarify what peace might look like.

Zelenskyy told reporters on Friday that the plan aims to strengthen Ukraine’s position in future diplomatic negotiations with Russia.

The head of the Office of the President, Andriy Yermak, said Monday in New York that the plan is aimed at receiving an invitation to join NATO, and called on partners to ignore threats of escalation from Russia.

With no sign that the Kremlin plans to back down, the allies are also discussing the possibility of reaching out to Putin just ahead of the G20 meeting in Brazil, scheduled for November, one of the sources said.

American officials tried to dispel hopes that they would approve Kiev’s request to use long-range US missiles to strike targets deep inside Russian territory.

It will be recalled that at a meeting with a bipartisan delegation of the US Congress in New York, Zelensky spoke about the situation at the front and the elements of the “victory plan”.

In addition, Zelenskyi said that he considers the war with Russia “closer to the end” than many think, and called on allies to strengthen the Ukrainian army.
