What happened before: Before that, Zelenskyy emphasized that the war with the Russian Federation will not end until Ukraine receives effective security guarantees, and it is also impossible to end martial law until then.
When asked whether it is possible to cancel martial law during the armistice, the president answered:
“First of all, we all want the war to end, and then the effect of martial law will end. And that’s the only way. But the end of martial law will be at the moment when security guarantees appear in Ukraine. Without security guarantees, this war will not really end, we will not be able to admit that it is over, because there may be a risk of repeated aggression with such a neighbor.”
