Sumy Oblast, Kharkiv Oblast and Poltava Oblast currently have the most difficult situation with electricity supply, President of Ukraine Volodymyr Zelenskyy said.

“Problems are not solved in time in all communities, and there should be conclusions about this. There are also questions about the cities of the Dnipro Region, in particular Kryvyi Rih. The reaction of local authorities to long-term blackouts and related problems is often delayed,” he wrote after a meeting on the energy situation.

Zelenskyy stated that the Air Force of the Armed Forces of Ukraine should also act much more quickly in order to “increase the protection capabilities” of Kharkiv Oblast and other regions bordering Russia against Russian drones.

Earlier, Ukrenergo reported that there were new blackouts in the Dnipropetrovsk, Zaporizhia and Odesa regions as a result of Russian shelling on Tuesday morning. Emergency recovery work is already underway where the security situation allows.

On the morning of February 10, the regional government and the DTEK company reported on the attack by Russia on an energy facility in Odesa region, which caused power outages in three communities of the region.

Since the beginning of the full-scale invasion in February 2022, Russia has been striking Ukraine’s energy infrastructure. Since the beginning of the fall of 2025, Russian forces have intensified their attacks on the Ukrainian energy industry.

The Security Service of Ukraine qualifies Russia’s strikes on Ukrainian energy infrastructure as crimes against humanity. The SBU previously noted that since the beginning of this year’s heating season, it has documented at least 256 air attacks by the Russian Federation on energy facilities and heat supply systems of Ukraine.
