According to the President of Ukraine, Volodymyr Zelenskyi, mutual cessation of strikes on energy infrastructure facilities can be the first step towards ending the hot phase of the war with Russia.

According to the President of Ukraine, Russia’s cessation of air attacks on Ukrainian energy facilities and cargo ships could pave the way for negotiations on ending the war.
Commenting on the Ukrainian drone attacks on Russian oil refineries, Zelenskyi noted that an agreement between Moscow and Kyiv to stop attacks on energy infrastructure would be an important step towards de-escalating the conflict.
“We saw during the first one [мирного] summit, which may be a solution to energy security. In other words: we do not attack their energy infrastructure facilities, they do not attack ours. Could this lead to the end of the hot phase of the war? I think so,” he said.
Zelenskyy stated the consensus of the majority of NATO countries on the issue of inviting Ukraine to the Alliance
Zelensky also denied any discussions with Western countries regarding the agreement “land in exchange for peace”, which provides for the acceptance of Ukraine into NATO in exchange for the relinquishment of territories currently held by Russia.
“Obviously, some partners may be thinking about it. But they don’t report it directly through me, but rather through the media. In all discussions, we now raise the issue of security guarantees, and the strongest of them is NATO,” he emphasized.
Volodymyr Zelensky’s victory plan
On October 16, the President of Ukraine, Volodymyr Zelensky, presented in the Verkhovna Rada the details of the victory plan, which had already been presented to foreign partners. It consists of five points and three secret appendices and includes:
- Ukraine’s invitation to NATO;
- strengthening of defense;
- containment of the Russian Federation;
- strategic economic potential;
- replacement of separate military contingents of the US Army in Europe by Ukrainian units (post-war point).
According to the president, if the plan is implemented, the war in Ukraine can be ended by the end of 2025.
