Literally from the decree: “Enforce the decision of the National Security Council of November 13, 2025 “On the application of personal special economic and other restrictive measures (sanctions)”.

Details: According to the annex to the decree, sanctions are imposed on citizens of Israel Mindich and Zuckerman.
In the column “term of application” is indicated “indefinitely; three years”.
On Mindich and Zukerman imposed such restrictions:
- deprivation of state awards of Ukraine, other forms of recognition;
- blocking of assets – temporary deprivation of the right to use and dispose of assets belonging to a natural or legal person, as well as assets in relation to which such a person can directly or indirectly (through other natural or legal persons) perform actions identical in content to the exercise of the right to dispose of them;
- complete cessation of trade operations,
- complete cessation of transit of resources, flights and transportation through the territory of Ukraine,
- prevention of withdrawal of capital outside of Ukraine,
- suspension of economic and financial obligations,
- complete termination of licenses and other permits,
- prohibition of participation in privatization, lease of state property by residents of a foreign country and persons who are directly or indirectly controlled by residents of a foreign country or act in their interests;
- ban on using the radio frequency spectrum of Ukraine;
- complete cessation of the provision of electronic communication services and the use of electronic communication networks,
- prohibition of public and defense procurement of goods, works and services from legal entities,
- a complete ban on the entry of foreign non-military vessels and warships into the territorial sea of Ukraine, its internal waters, ports and aircraft into the airspace of Ukraine or landing on the territory of Ukraine,
- a complete ban on the execution of transactions with respect to securities, the issuers of which are persons to whom sanctions have been applied in accordance with this Law,
- prohibition of increasing the size of the authorized capital of economic companies, enterprises,
- introduction of additional measures in the field of environmental, sanitary, phytosanitary and veterinary control,
- termination of trade agreements, joint projects and industrial programs in certain areas, in particular in the field of security and defense,
- prohibition of transfer of technologies, rights to objects of intellectual property rights;
- ban on acquiring ownership of land plots.
