President Volodymyr Zelenskyi said that Ukraine and American partners are working on the issues discussed during the visit to the USA, and are also preparing for the meeting of the Contact Group on Defense of Ukraine in the Rammstein format.
“It will be a special Ramstein, and from our side the partners are getting all the details, all the arguments on how to ensure results in the coming months both at the front and in diplomatic work,” Zelenskyy said during the evening address on Monday, September 30.
He also noted that Ukraine expects specific things from its partners that could strengthen the Ukrainian strategy.
“The power of arms and the power of diplomacy always work effectively only together, and this is how we calculate, this is how we should implement the Victory Plan,” the president added.

On September 26, US President Joe Biden announced that he would convene a meeting of the Contact Group on Defense of Ukraine at Ramstein Air Base in Germany in October. According to him, it will be held at the level of leaders.
Volodymyr Zelenskyi noted that at the meeting, Ukraine, together with its partners, will follow the content of the points of the victory plan.
Ukraine’s victory plan — what is known
On September 18, Zelenskyi said that Ukraine had prepared all points of the victory plan.
On September 20, the president stated that Ukraine’s victory plan is designed for quick decisions by Ukraine’s partners from October to December 2024.
The newspaper The Times wrote on September 22 that Zelensky’s victory plan consists of four key points, including security guarantees, an operation in the Kursk region, the supply of weapons and financial assistance.
The Bloomberg agency wrote that some Western officials “do not see a breakthrough” in Zelensky’s new victory plan, according to them, he does not fundamentally change the situation. For his part, the press secretary of the Russian dictator Dmytro Peskov said that the Kremlin will study Zelensky’s plan when it is published in official sources.
The Wall Street Journal wrote that the White House considers the victory plan as lacking a comprehensive strategy and is “no more than a reworked request for more weapons” and the lifting of restrictions on long-range missiles.
On September 26, the president of Ukraine said that he presented a victory plan to Joe Biden during their meeting in Washington. The next meeting of the leaders is scheduled for October 12 in the Ramstein format.
Zelenskyi’s press secretary said on September 28 that the United States constructively accepted Ukraine’s victory plan and will work with it.
At the same time, during the visit to the USA, Ukraine did not receive permission to use Western long-range missiles for strikes on the territory of Russia.
Earlier, The Times newspaper reported that the US and Britain may secretly allow Ukraine to launch long-range strikes against Russia.
