US Secretary of State Marco Rubio has signed a decision in recent weeks to release Ukraine from the ban that Trump has imposed on foreign aid. But the high -ranking official of the State Department, Peter Morocco, did not send the necessary letter to the Pentagon to allow assistance to Kiev, sources say.
According to current and former US officials, acquaintances with the situation, the absence of a letter has led to the actual stopping of new weapons supply to Ukraine through the US military funding system, which is managed by the State Department and paying for weapons for some countries.
Ukraine can get a weapon from the United States in several ways, in particular, through the Foreign Military Financing Program, which provides loans and grants to the purchase of weapons from weapons from US defense companies, as well as through an initiative to assist Ukraine in the security area that allows the Pentagon to buy weapons for Kiev, but now there is no money.
The presidential authority to reduce weapons that allow the Ministry of Defense to select weapons directly from their own reserves was the most significant tool for weapons of Ukraine.
On Monday, the White House holds a meeting that will discuss the termination of deliveries using presidential powers to reduce weapons.
The cessation of funding for new weapons sales began before the Friday meeting, during which Ukraine and the US had to sign the so -called “fossil agreement”, but instead canceled the ceremony and a planned press conference.
But meeting on the termination of current supplies of weapons to Ukraine from US military reserves was convened after a scandal on Friday at the White House.
