A one-time state aid in the amount of UAH 1,000 will be provided to Ukrainians residing in Ukraine, including children. Ukrainians will be able to spend the received assistance on paying for communal services, mobile communication, medicine, donations for the Armed Forces, Ukrzaliznytsia tickets and some other types of services.

The main requirement for receiving 1000 hryvnias of state aid
The program was initiated by the President of Ukraine, Volodymyr Zelenskyi, and is designed to provide social support to citizens during the difficult winter period.
State aid under the Winter is Support program (“Thousand of Zelenskyi”) is one-time and will be available to Ukrainians who are in Ukraine. The program will continue December 2024 — February 2025.
Payment is intended not only for adults, but also for children. One of the parents will be able to order a payment to his account for each of his children through Diya.

What can you spend UAH 1,000 on using a National Cashback card or Ukrposhta
Received money through Action (card National cashback) can be spent until the end of 2025 on:
▪ payment of utility services;
▪ purchase of medicines;
▪ purchase of books;
▪ medical services;
▪ education;
▪ transport (in particular, for Ukrzaliznytsia tickets);
▪ mobile communication;
▪ insurance;
▪ charity;
▪ donate to the Armed Forces;
▪ purchase military bonds.
Those who receive UAH 1,000 through Ukrposhta can spend the money until March 2025 on:
▪ payment of utility services;
▪ mobile communication;
▪ order of Ukrainian-made medicines;
▪ purchase of Ukrainian-made goods that are available in Ukrposhta branches (food products, household chemicals, office supplies);
▪ subscription to domestic publications.
It is not possible to withdraw cash from the National Cashback card or receive UAH 1,000 in cash at Ukrposhta.

How to get paid through Diya
With the help of the application Action is necessary:
1) Install the Diya mobile application;
2) If you do not have a National Cashback card, you must open one at one of the banks (PrivatBank, monobank, Raiffeisen Bank, Ukrgazbank, Sense Bank, PUIB, Abank, Bank Globus, UKRSIBBANK BNP Paribas Group, Oschadbank, Acordbank, Bank Credit Dnipro, Clearing House, Radabank);
3) In Actions in the Services section, you need to activate the National Cashback card;
4) Select the Winter Support service in the Action application;
5) Apply for assistance;
6) Wait for the funds to be credited.
Opening and maintenance of the National Cashback card is free of charge. No taxes will be charged on the received UAH 1,000.
Legal guardians of minor children, people who do not have RNOCPP due to religious beliefs, or older people aged 65+ who do not have an application Act — can apply for the payment of assistance to one of the listed partner banks of the program. The bank will open the recipient’s National Cashback card, which will receive assistance.

How and who can get UAH 1,000 from Ukrposhta
One thousand hryvnias can be received from the state during the scheduled payment of pension or social assistanceand to spend at Ukrposhta branches on goods and services from the corresponding list.
To receive assistance from the state through Ukrposhta, no application is required. Lists of such recipients are formed by the Ministry of Social Policy of Ukraine.
Employees of Ukrposhta inform citizens about charging UAH 1,000 during the scheduled payment of a pension or social assistance.
Who can receive payment through Ukrposhta:
▪ people 60+ who receive pensions through Ukrposhta;
▪ people with disabilities of groups I and II who receive a disability pension or social assistance;
▪ people with disabilities from childhood of groups I and II;
▪ people who receive an allowance for caring for a child with a disability of subgroup A;
▪ people who receive pensions or social benefits through Ukrposhta in the territories of active hostilities.
