At the same time, Ukrainian social networks and media have flooded posts stating that it is inappropriate to conduct discussions on rebuilding during a long and grueling war. There have been repeated accusations of meaningless trips abroad instead of working to support Ukraine’s defense capability here and on the battlefield.
One way or another, the actual result of the conference was the signing of more than 200 specific agreements, memoranda and joint applications totaling EUR 13 billion. All this was not possible thanks to a two -day event in Rome: preparation for signing for a long month and was poorly covered in the media. The event in Rome actually became a public end of the annual talk cycle of raising investments and support of Ukraine by international partners. It is possible to argue about the expediency of such a large -scale format of fixation of the arrangement, but it is important not to forget that all this is not the pronounced of Ukraine.

What is Ukraine Recovery Conference (URC) and why, despite all the visual noise, is such events an important component of Ukraine’s international subjectivity? URC 2025 was the eighth annual event dedicated to Ukraine. However, the 2017-2021 conferences had a different name: Ukraine Reform Conference, as these meetings were a platform for representatives of the Government of Ukraine, Civil Society and Business to discuss the effectiveness of key reforms with international partners of Ukraine.
But already in 2022, the priorities of international support of Ukraine have changed significantly. The event, which was to become the fifth reform conference in Ukraine, was renamed the Ukrainian Recovery Conference (URC) and its topic went beyond the reform, focusing on recovery issues. Lugano has become a unique opportunity for Ukraine to present their restoration plan and involve international partners in the joint search for the best solutions to overcome the large -scale problems facing the country in the war.
Since then, UKRAINE RECOvery Conference has gathered thousands of representatives of the world governments, business communities and non-governmental sector to respond jointly to the most important challenges of the realities of Ukrainians in the face of military destruction. And from year to year, this event draws world attention to Ukraine.
This year, more than 500 representatives of international media have been accredited to participate in the conference. Due to this, a considerable number of publications about Ukraine have been published, and the Ukrainian agenda was supported by the world community. During the event, it was possible to record the extremely active and quality work of Ukrainian government, non-governmental or business organizations with the press. The mediata after there were press releases and reports of planned press conferences, where journalists will be able to ask all the questions openly. President Vladimir Zelensky’s press conference has collected a full hall, which clearly demonstrates the interest of the world community in Ukraine.
The significance of the event in the world has added leadership to almost all European countries. Their speeches gave a clear signal – Ukraine remains the center of world attention and will not be left without support. Of course, some of the statements of European leaders can become a trigger for Ukrainians who are exhausted by a long -term reflection of the Russian attack, since not only conversations and motivational theses are important, but also real support for weapons and investment here and now.
The scale and partly pathetic coverage of the event unambiguously did not aim to distract the world and Ukrainians from events on the front. After all, official statements and non -public talks during such meetings in one way or another relate to the topic of weapons, negotiations and pressure of the world community on the aggressor.
Despite criticism on social networks and the general depletion of society from the war, the conference on the restoration of Ukraine in Rome is not a one -time indicative action, but serves as a public completion of a difficult and long negotiation process that allows billions of euros to be attracted to support and rebuild the country.
In the face of a long war, Ukrainian society requires not only heroism on the front, which, undoubtedly, is the basis of our survival as a state, but also active support of state -making processes within the country. Every citizen can contribute – through informing, dialogue, advocacy and interaction with state structures.
The conference in Rome is one of the many examples of how Ukraine retains international attention and is able to promote its own interests on the world stage. In order to preserve this course, it is important not only to criticize, but also to support, to demand efficiency, to control transparency – and at the same time recognize the efforts that are already producing.
