Details: In 2023, the DBR informed the suspicion of six participants in the criminal group, who participated in the theft of departmental fuel SES, designed to eliminate the consequences of rocket firing, demining, as well as the evacuation of people from the frontal areas.

According to the investigation, the scheme was organized by the former head of the emergency rescue detachment of the SES. UP sources reported that it was a matter of Colonel Vladimir Milayenko.
He wrote off the departmental fuel and then used his own companies to fill the trucks. The drivers worked on the officials. They continued to receive salaries of rescuers at a time when commercial goods were transported outside the region.
The theft of fuel was so large that the official had to equip a mini-ash directly on the territory of his own estate, the bureau noted.
In a short period of time, the official illegally wrote off and brought 34 thousand liters of fuel to his “business” for almost UAH 1.2 million. Rescuers, who, instead of service in the emergency detachment, transported commercial cargoes and were engaged in refueling, received more than 400 thousand hryvnias salaries from the budget.
The DBR has completed the pre -trial investigation in this case and directed the indictment against all participants in the criminal group in court (in this case Milaenko is in a precautionary measure in the form of a personal obligation).
In 2023 it was reported that the court arrested the house, cars and UAH 5.5 million.
At the initiative of the NAPC, the NACC monitored the lifestyle of the SES and his family. The check showed the presence of unreasonable assets in him and his wife worth almost UAH 12.7 million.
Among the unreasonable assets identified:
- three premium clusters, including during the war, with a total value of more than UAH 7.2 million;
- 5.4 million hryvnias.
So now the DBR has initiated criminal proceedings in connection with the facts identified under Art. 368-5 of the Criminal Code of Ukraine (illegal enrichment).
