Human Rights Commissioner of the Verkhovna Rada of Ukraine, Dmytro Lubinets, announced a decrease in the use of physical force by employees of the TCC and JV, reports the media group Objektiv on Tuesday, December 17.
“Less and less we see cases of physical busification. Somewhere they already understood that this approach does not work,” Lubinets said.
At the same time, he noted that there are still some cases of violations of the rights of Ukrainian citizens during mobilization, and the situation in Ukraine has worsened somewhat over the past year.
“The situation in Ukraine, in my opinion, if we compare with the previous year, has worsened a little, but not radically,” the ombudsman noted.
According to Lubinets, only in 2024 there were more than 4 thousand appeals about possible offenses.

At the beginning of December, the representative of the commissioner in Kyiv and the Kyiv region, Mykyta Kozyrenko, reported that the so-called busification had been almost completely eradicated in Ukraine. After that, Lubinets himself said that Kozyrenko’s words were taken out of context.
“Indeed, my representatives in the regions respond to cases of illegal actions by TCC representatives. Based on our appeals, disciplinary proceedings and criminal cases have been opened in cases of so-called busification. But we cannot talk about any “victory” or gains,” the ombudsman added.
