The New York Post, citing sources, wrote on November 20 that Washington had received “positive feedback” from NSDC Secretary Rustem Umerov during talks in Miami in recent weeks. One of the unnamed officials told reporters that Umyerov agreed with most of the plan and made a few changes to it.

The media reported this week that US President Donald Trump’s administration has been secretly consulting with Russia on a new plan to end the war in Ukraine.
Later, the White House said that representatives of the Trump administration had previously discussed a plan for a peace agreement with representatives of Kyiv. In particular, Secretary of State Marco Rubio and special representative of the president Steve Witkoff had meetings with “some Ukrainians”. The White House spokeswoman did not specify who it was.
On November 20, the President’s Office announced that the President of Ukraine, Volodymyr Zelenskyi, had officially received from US representatives “a draft plan that, according to the American side, can activate diplomacy.”
RFE/RL has at its disposal a draft text of the US “peace plan”. The project, among other things, provides for the holding of elections in Ukraine 100 days after the signing of the agreement. It also stipulates that Ukraine should enshrine non-alignment and rejection of NATO in its Constitution, and the number of the Armed Forces of Ukraine will be limited – to what extent, it is not specified. But, according to other media, it is about limiting up to 600,000 troops.
