The only option where at least there is a space for discussions is the de facto recognition of Russia’s control without recognition of de jure. Even in this case, 43% are ready to accept, and categorically against – 48%. ”
Details: According to the survey, if the peace plan includes security guarantees and other important components for the future, then without enthusiasm, but more than half of Ukrainians can accept such a scenario of end of the war.
Thus, according to the respondents, any option that will include the official recognition of the Ukrainian territories as part of Russia or, moreover, the transfer under the control of Russia’s unocal territories will be rejected.
However, Ukrainians retain healthy flexibility and even in the context of territorial control are ready to discuss a compromise variant of recognizing de facto control of Russia without its recognition de jure.
In addition, the results indicate that when Ukrainians now discuss “territorial concessions”, they mostly interpret them as actual recognition that Russia temporarily control certain territories, and Ukraine and the world do not recognize it.
The survey conducted the KIIS during May 15 on June 3, 2025, to which, on his own initiative, he added a question about readiness for territorial concessions, as well as conducted an experiment how different interpretations of “territorial concessions” influence the results.
The method of telephone interviews on the basis of a random sample of mobile numbers in all regions of the government of Ukraine, 2004 respondents were interviewed (about 500 randomly selected respondents were answered for each of the 4 variants of territorial concessions).
The survey was conducted by citizens of Ukraine aged 18 years.
Formally, in normal circumstances, the statistical error of the sampling of 2004 respondents does not exceed 2.9%. The error for sampling about 500 respondents does not exceed 5.8%.
