The Committee on Humanitarian Policy of the Ukrainian Parliament has unanimously endorsed Bill No. 11115, which aims to regulate the operations of Telegram in Ukraine. This development was confirmed by Member of Parliament Yaroslav Zheleznyak.
The proposed legislation outlines several key requirements for the messaging platform:
- The official disclosure of the platform’s ownership and funding sources;
- The establishment of a communication channel with Ukrainian authorities through an authorized body;
- The obligation to respond swiftly to incidents involving terrorism, fraud, or threats to national security.
Failure to comply with these stipulations could result in sanctions, ranging from financial penalties to restrictions on the platform’s use by government entities, banks, and organizations handling personal data.
Zheleznyak emphasized the need to develop practical mechanisms for enforcing these sanctions before the bill’s second reading, noting the potential technical challenges involved.
