Ukrainian Authorities Conduct Nationwide Raids Amid Healthcare Fraud Investigation

Ukrainian law enforcement agencies have initiated a series of 70 searches across medical facilities nationwide as part of a preliminary investigation into alleged embezzlement of budget funds related to healthcare guarantee programs. The National Police reported these developments, indicating a focus on fraudulent medical services and data manipulation within the electronic healthcare system.

Initial assessments suggest that the financial losses could amount to hundreds of millions of hryvnias. The operation involves investigators from the Main Investigative Department of the National Police and operatives from the Department of Strategic Investigations, collaborating with regional units and local prosecutors.

The investigation is centered on several criminal offenses:

  • Misappropriation and embezzlement of property (Article 191 of the Criminal Code of Ukraine);
  • Abuse of power or official position (Article 364 of the Criminal Code of Ukraine);
  • Official forgery (Article 366 of the Criminal Code of Ukraine);
  • Interference with automated systems (Article 362 of the Criminal Code of Ukraine);
  • Official negligence (Article 367 of the Criminal Code of Ukraine);
  • Legalization of income obtained through criminal means (Article 209 of the Criminal Code of Ukraine).

According to police statements, the penalties for these offenses may include imprisonment for up to 12 years along with the confiscation of property. The Ministry of Health and the National Health Service of Ukraine are reportedly assisting law enforcement in these investigative actions. The National Police have promised to release further information as the investigation progresses.

Ukrainian law enforcement is conducting extensive searches in medical facilities as part of a fraud investigation involving significant budgetary losses. The operation targets various criminal offenses related to healthcare funding misuse.
