Ukraine’s Reconstruction Needs Estimated at $588 Billion, with Energy Sector at $90.6 Billion

The Ukrainian government has released a report detailing the extensive financial requirements for the country’s reconstruction following the ongoing conflict with Russia. The total estimated cost stands at $588 billion, with $90.6 billion specifically earmarked for the restoration and modernization of the energy sector over the next decade.

This assessment was presented by Ukrainian officials, including Prime Minister Yulia Svyrydenko and Energy Minister Denys Shmyhal, during the unveiling of the fifth RDNA report. The calculations were conducted in collaboration with the World Bank, the European Commission, and the United Nations.

“According to the report, the total need for the recovery and rebuilding of Ukraine is $588 billion. This estimate is as of the end of December 2025 and does not account for damages incurred in January and February 2026,” Svyrydenko stated.

She highlighted that the damages inflicted by Russian forces in 2025 alone amount to $64 billion, with the most significant destruction occurring in residential areas, transportation and logistics infrastructure, and the energy sector.

“Together with the World Bank, we are moving to the next stage and are already developing a model for the economy of the future. We initiated this last year. It involves long-term modeling for the country’s development in the coming years, including necessary steps, sources, and reforms required to build a successful economy and synchronize actions between the government and all partners,” she added.

Energy Minister Denys Shmyhal noted that the current need for the restoration and modernization of the energy sector has increased by 34% compared to previous estimates, now totaling $90.6 billion. He remarked that since the onset of the full-scale war, the energy sector has become a primary target for Russian attacks.

“Of this amount, $71 billion is required for the restoration and modernization of generation capacities; $6.4 billion for thermal energy needs; $5.2 billion for gas transportation infrastructure; and $4.6 billion for the oil sector, including refining,” he explained.

The RDNA5 report indicates that approximately $4.9 billion will be necessary for the rapid restoration of the energy sector in 2026. However, Shmyhal emphasized the intention to not only restore what has been destroyed but to construct an energy system that guarantees security and resilience for decades to come.

The findings of the RDNA5 report provide globally recognized assessments of damages, which can be utilized in future reconstruction plans and legal claims against Russia. It also identifies potential funding sources, estimating that around 40% of the required funds may come from the private sector.

Earlier in January, Economy Minister Oleksiy Sobolev stated that Ukraine would require at least $800 billion over the next decade for recovery and economic prosperity.

The Ukrainian government has outlined a staggering $588 billion requirement for reconstruction, with a significant portion directed towards revitalizing the energy sector. This assessment underscores the extensive damage inflicted during the ongoing conflict and sets the stage for future recovery efforts.
