Ukraine Prepares National Security Strategy for Energy Infrastructure Ahead of Winter

Ukrainian President Volodymyr Zelensky has announced preparations for a meeting of the National Security and Defense Council (NSDC) aimed at finalizing a strategy for the protection and restoration of energy facilities and critical infrastructure for the upcoming winter season. The strategy will include a detailed action plan tailored for each region.

Zelensky shared this information via his Telegram channel on March 2. He discussed key priorities for the strategy with Prime Minister Yulia Svyrydenko and NSDC Secretary Rustem Umerov, reviewing draft documents and regional proposals.

The NSDC meeting is expected to endorse updated plans for the defense and recovery of energy assets and critical infrastructure, which the president referred to as “comprehensive resilience plans” for cities and regions.

According to Zelensky, specific actions will be approved at the NSDC level for each region. Effective solutions implemented by municipalities and communities that demonstrated the best results in protecting the energy system and supporting citizens during the previous winter will be preserved and expanded to other regions.

The strategy will also outline specific tasks for Ukraine’s air defense system and collaboration with international partners.
