Ukraine Introduces 12-Month Military Deferment for Young Soldiers

Young servicemen aged 18 to 25 who sign a one-year contract with the Defense Forces of Ukraine will now receive a guaranteed 12-month deferment from conscription upon their discharge. This announcement was made by Defense Minister Mykhailo Fedorov.

Fedorov stated that the Ministry of Defense, in collaboration with the National Security, Defense, and Intelligence Committee, has finalized the relevant decree. He emphasized that the new regulation is fully implemented, with the Cabinet of Ministers approving the mechanism for its enactment.

“This provision is now a functional tool. The deferment lasts for 12 months post-discharge, during which conscription can occur only with the serviceman’s consent,” Fedorov explained.

This decision aims to lay the groundwork for a modern professional army, where military service is a conscious choice.

On February 11, the Verkhovna Rada passed bill No. 13574, which includes the one-year deferment for men who have completed a year of service under the ‘Contract 18 to 24’ program.

Details of the ‘Contract 18-24’ Program

Prior to Donald Trump’s inauguration, U.S. officials and NATO representatives urged Ukraine to lower the conscription age to 18, citing the need for manpower at the front lines. President Zelensky rejected these requests and later announced the ‘Contract 18-24’ initiative, allowing men aged 18 to 24 to enlist. The program offers benefits including one million hryvnias, interest-free mortgages, and a social package.

The contract is limited to combat positions such as rifleman, grenade launcher, and scout, with training lasting over 80 days. Additionally, individuals under 25 currently serving in the military can also receive financial incentives.

Interested candidates can apply through the official website 18-24.army.gov.ua or via the ‘Reservist+’ app. The process includes a consultation with a recruiter, signing the contract, and undergoing training in combat units.

However, applicants may be denied contract signing based on health conditions, particularly mental health, with decisions influenced by the Military Medical Commission and brigade representatives.
