Ukraine Develops Financial Strategy for EU Loan Allocation

Ukraine is formulating a financial strategy that outlines defense and budgetary allocations for the years 2026 and 2027, aimed at distributing a €90 billion loan from the European Union. This announcement was made by Prime Minister Yulia Svyrydenko during a press briefing.

Svyrydenko detailed the preliminary distribution plan for the current year, which allocates €60 billion for defense and €30 billion for budgetary support. She indicated that the proposed allocation for the following year may be adjusted to €15 billion for each category.

The Prime Minister noted that the Ministry of Finance and the Ministry of Defense are currently refining the defense and budgetary requirements. Once finalized, these calculations will be shared with Ukraine’s international partners, with expectations of securing funding by April.

On December 19, 2025, European Union leaders reached a consensus to support Ukraine with a €90 billion package for the years 2026 and 2027. This loan will be backed by the EU’s budget reserve, rather than frozen Russian assets.

Subsequently, on January 14, 2026, the European Commission approved a legislative proposal to facilitate this loan, which is intended to address Ukraine’s financial and military needs over the next two years.

On January 21, the European Parliament endorsed a proposal from the EU Council that enables the activation of enhanced cooperation to establish the ‘Loan for Ukraine’ initiative, which encompasses the €90 billion loan for the specified period.

On February 11, Members of the European Parliament voted in favor of three legislative measures that will allow Ukraine to access the €90 billion loan in 2026 and 2027.

Ukraine is preparing a financial strategy to allocate a €90 billion EU loan for defense and budgetary support in 2026 and 2027. Key legislative approvals from the EU and European Parliament have been secured to facilitate this funding.
