The Ukrainian government has approved an allocation of 9.2 billion hryvnias for the enhancement of protective measures at 245 critical infrastructure sites located in non-frontline regions. This funding is part of a broader resilience strategy aimed at preparing for the winter of 2027.
Prime Minister Yulia Svyrydenko announced that 5.2 billion hryvnias will be directed to the Recovery Agency to bolster security at major energy facilities. Additionally, 3.5 billion hryvnias will be distributed to regional authorities for the construction of protective structures at distribution substations, transformers, gas distribution stations, and other critical infrastructure components.
Furthermore, the state railway company, Ukrzaliznytsia, will receive 528 million hryvnias to enhance the protection of its facilities.
“The allocated funds will cover 30% of the financing needs for the identified projects and will also address some of the outstanding debts for work already commenced,” Svyrydenko stated.
On March 20, the government had previously allocated 12.85 billion hryvnias for initial protective measures at 209 critical infrastructure sites in frontline regions and Kyiv as part of the preparations for the upcoming winter.
On March 14, President Volodymyr Zelensky signed a decree implementing the National Security and Defense Council’s decision regarding resilience plans for Ukrainian cities and regions, which includes preparations for winter 2027.
Earlier, Energy Minister Denis Shmyhal remarked that the government is developing both active and passive protection measures for Ukrainian energy facilities. He indicated that the total funding requirement for such initiatives is estimated at 35 billion hryvnias.
