Details: The CIA analysis was a factor in Donald Trump’s decision to back Maduro’s Vice President Delsy Rodriguez over opposition leader and Nobel Peace Prize laureate Maria Corina Machado, according to two newspaper sources.

The assessment gives insight into Trump’s decision not to support the opposition’s bid to take control of Venezuela after the US military operation to capture Maduro last week and bring him to the US for trial. As during his first term, Trump was convinced that short-term stability in Venezuela could only be maintained if Maduro’s successor was supported by the country’s armed forces and other elites.
The report was presented to Trump in the final weeks before the US operation in Venezuela.
The intelligence report names Rodriguez and two other senior officials in the Venezuelan regime as possible interim rulers who could maintain order. People familiar with the assessment did not name the other two officials, but besides Rodriguez, the two most influential figures are Interior Minister Diosdado Cabello and Defense Minister Vladimir Padrino. However, both candidates face US criminal charges similar to those against Maduro and are unlikely to cooperate with Washington.
The report concluded that Edmundo González, widely seen as the de facto winner of the 2024 election against Maduro, and Machado would struggle to gain legitimacy as leaders.
