Literally: “The government of Cuba continues to pose a threat to the national security of the United States. We will not allow foreign countries to support this regime by providing it with vital energy resources. From now on, any country that supplies oil to Havana will face economic consequences in the form of tariffs on their goods when imported into the United States.”

Details: According to the text of the decree, the new measures are aimed at strengthening Cuba’s isolation. Trump instructed the relevant departments, in particular the Ministry of Commerce and the Ministry of Finance, to develop a mechanism for identifying violators and determine the size of customs rates.
The White House emphasizes that these restrictions will apply to all countries without exception that continue energy cooperation with Cuba.
