The Government of Ukraine refused to comment on the situation before signing the agreement. The White House and the US Department of Finance did not respond to comments queries.
At the same time, a spokesman for the American Ministry of Finance stated that negotiations at the technical level were very productive. He added that the parties hope for the rapid completion of the negotiations.
