Context: According to the US Constitution, nominations for key positions in the Administration must be approved by the Senate. Each candidate undergoes a hearing before the appropriate Senate committee, where his professional competence, ethics and political position are evaluated. The committee then makes a recommendation for confirmation, and the Senate votes on each nomination individually.
