Literally KMVA: “Therefore, in order to prevent the politicization of management in the capital, the structure of subordination is approved and updated and clarified in order to clearly realize the tasks to ensure the life of the city.

Details: The KMVA explained that the new structure is approved in accordance with the provisions of the Law “On the Legal Regime of Martial Status in Ukraine”.
Tkachenko warned that in accordance with the new structure, a strict discipline of the tasks will be ensured. “Chaos, admitted to the elimination of the consequences of Russian attacks, lack of workplace and walking at a time when people are left without housing is the last point,” he said.
According to him, “from this day the failure to fulfill the orders issued to ensure the functioning of Kiev – will be evaluated as sabotage in the conditions of legal regime of martial law.” He also warned that he would contact the SBU.
In his turn, the head of the KSCA apparatus Dmitry Zagumenny stated that this structure and “relevant staffing” were officially not sent to the executive body of the Kyiv City Council. There was only a cover letter of the General Staff of the Armed Forces to the Chief of the KMVA with information about such changes.
“But without the documents and annexes to them (on 11 sheets), that is, without an approved structure and staffing painting,” he said.
According to the official, this letter was dated April 8, 2025, but there are no any annexes or approval for staffing and structure. “Nevertheless, the public dissemination of information about the alleged new structure has only happened now,” Zagumenny said.
He also added that the “threats” of the Chief of the KMVA were not new. “As it works, the city authorities have been experiencing for a long time – constant searches, interrogation, tracking, public discredit. These are not new tools in the fight against local self -government. And not European, not democratic principles,” Zagumenny said.
