“I want to say that as a pharmacist with 50 years of experience, we remember the experience of drug quotas in Soviet times. The expert emphasized that the modern drug supply system in Ukraine lacks such practices, and the main problem is not the availability of drugs, but the financial burden on patients.
“Today there is no problem to buy medicine, there is a problem with the person, because the state does not support it, and I, as a patient, am forced to bear 100% of all costs. In the European Union, part of the costs are borne by the state. In 30 years, we have not created the mandatory medical insurance system. This is a tool that reduces the burden on the patient,” he said.
Klimov emphasized that the pharmaceutical community supports the idea of adapting the Ukrainian pharmaceutical market to European legislation, but for this it is necessary that all subjects participate – the state, the manufacturer, the distributor, the pharmacy and the population.
It should be noted that at the end of November, the Verkhovna Rada supported in the first reading draft law No. 11493, which aimed to simplify the registration of medicinal products for centralized procurement. However, before the second reading, the document may be amended, which caused a wide resonance in the pharmaceutical community. The main risks that experts draw attention to are related to the strengthening of bureaucracy, the complication of the supply of medicines and the negative impact on the availability of medical preparations for citizens.
