The American edition of The Wall Street Journal in its material described the reconstruction of the events that led to the appearance in the US administration of a 28-point plan for a peaceful settlement of the war between the Russian Federation and Ukraine.

Details: According to the American publication, in October US President Donald Trump instructed his national security team to develop a plan to end the war in Ukraine, similar to the plan for Gaza.

While on a flight from the Middle East after the deal between Israel and Hamas, Trump’s envoys Steve Witkoff and Jared Kushner began writing the first draft of what eventually became the 28-point plan, the sources said.

In developing their project, Witkoff and Kushner relied on information from a Kremlin insider who held secret meetings with aides in Miami, the anonymous US officials said.

The Russian contribution was made by Kirill Dmitriev, a Kremlin official with close ties to Putin and a long-standing relationship with Kushner.

The publication’s sources say that Dmitriev was brought to Miami on the weekend before Halloween for three days of intensive discussions over dinner and long conversations at Witkoff’s house.

A high-ranking official from Ukraine also arranged at least two calls with President Volodymyr Zelensky.

But when the plan leaked to the press last week, it appeared that its terms were favorable to the Kremlin. This shocked European governments and supporters of Kyiv in Congress and caused a multi-day transatlantic crisis for the Trump administration.

U.S. officials said the plan reflected a “good faith effort” by Witkoff and Kushner to win the support of Kremlin chief Vladimir Putin, who has repeatedly rejected White House attempts to end hostilities in Ukraine.

In particular, Dmitriev insisted on the demand not to take Ukraine into NATO, on the complete withdrawal of Ukrainian troops from Donbas, as well as on reducing the size of the Ukrainian army.

Referring to Trump’s desire to expand economic ties between the US and Russia, Dmitriev suggested signing economic agreements in the fields of artificial intelligence, energy and many others.

Witkoff, through conversations with U.S. and foreign officials as well as reading intelligence assessments, concluded that Ukraine was in a weaker military position, the officials said.

After that, sources say, Witkoff and Kushner invited the Secretary of the National Security Council Rustem Umerov to Miami to show him the plan.

According to the sources, he frankly told them that this was a better deal for Russia than for Ukraine. He recommended calling Zelensky to inform him.

On November 16, Kushner and Witkoff introduced the Ukrainian president to the 28-point plan. Zelensky thanked them – and Trump – for their efforts to conclude a peace agreement. He promised to get back to them with his thoughts, saying the plan still needed work.

Secretary of State Marco Rubio received a copy of the plan on Nov. 18, a source said. Rubio was aware of the initiative by Witkoff and Kushner, but until then did not know the full extent of what they had prepared, the sources said.

After the details of the plan were released, the White House faced a sudden crisis over the unilateral terms. Rubio was answering calls from angry European officials and lawmakers, the interlocutors said.

Lawmakers told reporters at the conference that Rubio told them the original draft was influenced by a Russian, without naming Dmitriev.

Rubio denied the lawmakers’ claims: “The peace proposal was prepared by the United States. It is based on information from the Russian side. But it is also based on previous and current information from Ukraine.”

Rubio, Witkoff and Kushner hastily organized meeting with Ukrainian and European officials in Geneva and agreed to changes in the planto make it more acceptable for Kyiv. Officials promise that the final peace plan will ensure the achievement of Ukraine’s main goals.
