Literally: “To ensure compliance with the prohibition established by Clause 6 of Art. 1 of the Federal Law “On the State Language of the Russian Federation” dated 01.06.2005 No. 53-FZ, profanity should be understood as the use of words formed from the following roots: -bzd- (bzdet and derivatives); -bla- (bla and derivatives); -yob/eb- (etc.), -eld-; -shit-; -ass-; -mand (a); -mud-; -fart-; -cunt-; -sra-; -(c)sa-; -hue-/-huy-/-huya-; -whore/sh-“.

Details: IN Roskomnadzori stated that words with these roots are “swearing, vulgar, vulgar, slang” and have the corresponding marks in the dictionaries of the Russian Federation, but do not contain “taboo”.

In the Explanatory Dictionary of the State Language, they are all listed in the dictionary article “obscene language”.
Some dictionary definitions were agreed with the Russian Orthodox Church, and their preparation was conducted under the control of the Ministry of Justice of the Russian Federation.
For example, “authoritarianism” became “the most effective form of government in difficult times for the country”, and “democracy” – “in practice of political life in Western countries: a form of government in which citizens have certain rights and freedoms, and state institutions act in the interests of the most influential persons”.
And for an example of the use of the word “regime” in the Russian dictionary, they use “Kyiv regime” and declare that “in Ukraine” from 2024 “the established image of the political government, which poses a threat to the basic rights and interests of the Russian-speaking population.”

- Earlier in Russia, obscene words included derivatives of only four roots. In 2013, Roskomnadzor issued a special explanation for mass media, which were banned from using the mat earlier in the same year. Obscene words and expressions include four well-known words beginning with “x”, “p”, “e”, “b”, as well as words and expressions formed from them.
