According to the investigation, they built a large-scale corruption scheme to influence the procurement of the Ukrainian energy giant – NAEK Energoatom. Thus, from the materials released by NABU, it follows that several people, including Basov (who appears here as “Tenor”), resolved the issue of company payments for goods and services supplied by contractors. In the event that businessmen would prefer to receive money and continue working on contracts, they should have paid 10%-15% of the total amount. Those who did not agree were threatened with “resetting”.

Basov is the former head of the Department of the Prosecutor General’s Office for the Investigation of Crimes Committed by Criminal Organizations. In 2019, he was dismissed from his post. According to the media, due to a series of corruption scandals. Subsequently, he managed to appeal this decision and was sentenced to reinstatement and compensation of more than 2.5 million hryvnias for allegedly forced absenteeism. After the appointment of Dmytro Basov as the executive director for physical protection and security of JSC NAEK Energoatom, his family became significantly richer. According to data from the real estate registry, in 2024 the official’s wife became the owner of a 70-square-meter apartment in one of the most expensive residential complexes in the capital, White Lines.

The apartment cost her at least $140,000. In addition, over the past two years, Nataliya Basova has significantly updated the car fleet — she owns a 2023 Mercedes GLE 300D, a 2019 Range Rover, as well as a new 2025 Mercedes GLC 220D, designed for a woman in October of this year.

The estimated cost of Natalia Basova’s purchases in recent years is approximately $360,000.

As Bihus.Info writes, this is not the first scandal involving Basov. In 2016, Basov’s office at the General Prosecutor’s Office investigated the case of illegal sand mining by the Dniprovski Pisky company. Subsequently, in 2019, 100% of the capital of “Dniprovsky Piskik” became the property of Natalia Basova, the prosecutor’s wife. During this period, Natalia Basova owned an apartment in the elite “French Quarter” with an area of 127 square meters, as well as a garage in this residential complex. The origin of the money is unclear – the woman did not have adequate income for such purchases. Moreover, just before the purchase of the apartment, the couple officially separated, probably with the aim of hiding the acquired assets, but later the woman “returned” to Basov’s declaration as a person with whom he lives together.

What preceded: In the records published by the National Anti-Corruption Bureau, it was said that the members of the criminal organization considered the issue of protecting energy facilities as a source of profit.

We will remind:

NABU detectives searched Timur Mindych, a businessman and co-owner of the Kvartal 95 studio, an associate of President Volodymyr Zelenskyi, on the morning of November 10, Ukrainian Pravda sources reported.

Mindich left the territory of Ukraine on November 10 – this happened a few hours before the NABU search, Ukrainian Pravda sources reported.

NABU confirmed that, together with SAP, they are conducting a large-scale operation to expose corruption in the energy sector.

“15 months of work and 1,000 hours of audio recordings. The activities of a high-level criminal organization have been documented,” the message reads.

The participants of the investigation built a large-scale corruption scheme of influence on strategic enterprises of the public sector, in particular JSC NAEK Energoatom.

The National Anti-Corruption Bureau and the Specialized Anti-Corruption Prosecutor’s Office released part of the audio recordings from the investigation of a large-scale corruption scheme in the energy sector. The operation is codenamed “Midas”.

According to the investigation, the former deputy head of the State Property Fund, who later became an adviser to the Minister of Energy, was involved in the scheme (Ihor Myronyuk)as well as a former law enforcement officer who held the position of executive director for physical protection and security of “Energoatom” (Dmytro Basov).

Thus, according to the investigation, the high-profile corruption case currently involves:

  • Former adviser to the Minister of Energy – Ihor Myronyuk.
  • Executive Director of Physical Protection and Security JSC “NAEK “Energoatom” – Dmytro Basov.
  • Businessman – head of a criminal organization – Timur Mindich.
  • Four people are employees of the back office for legalization of funds.

Using connections in the ministry and the state-owned company, they controlled personnel appointments, procurement and the flow of funds.
