The vast majority of Ukrainians rejects the “peace plan” of Russia – a survey

The vast majority (76%) of Ukrainians categorically reject the so -called peace plan of Russia, which actually implies the surrender of Ukraine – the survey of the Kiev International Institute of Sociology, which was published on August 7, is evidenced. They say that they can agree to the requirements of Russia – 17%. In May, when a similar study was conducted, 82% of the respondents rejected the Russian plan, 10% – allowed to agree with it.

The KIIS investigated the attitude of Ukrainians to three variants of peace plans: from the United States, from Europe with Ukraine and from Russia. The respondent was called one of these plans, reading the conditions and not calling its authorship.

“First, compared to May 2025, there is a tendency to increase the proportion of those who are ready (though mostly and reluctant) to support each of the proposed plans. However, secondly, the overall picture remains the same peace plan from Russia (that is, the surrender of Ukraine) is rejected by the vast majority of the population, and the peaceful plan from the United States has more opponents than supporters. And, as in May 2025, the only plan that can be the subject of discussion and approval by the Ukrainian public is a joint plan from Europe and Ukraine, ”the research authors say.

The US conditional plan, according to the survey, can accept 39% of respondents, and this figure increased from 29% in May (and, as before, predominantly respondents to emphasize that this option is difficult for them). However, for a larger share of Ukrainians (49%), the plan is categorically unacceptable (62%in May). The joint plan of Europe and Ukraine is ready to accept 54% (51% in May). This plan is considered categorically unacceptable – 30% (in May – 35%).

The KIIS presented the conditions of the mentioned plans, which were called the respondents.

US plan:

  • A group of European states but without the US, give Ukraine security guarantees
  • Russia retains control of occupied territories
  • US officially recognizes Crimea as part of
  • Ukraine is moving to EU accession
  • US and Europe cancel all sanctions against

Conditional plan of Europe and Ukraine:

  • Ukraine receives reliable security guarantees from Europe and US
  • Russia retains control of the occupied territories, but Ukraine and the world are not officially recognized
  • Ukraine is moving to EU accession
  • After establishing a sustainable peace of the United States gradually mitigates its sanctions against

Conditional plan of Russia:

  • Ukraine should significantly cut the army and limit weapons
  • Ukraine forever refuses NATO membership
  • The cities of Kherson, Zaporozhye and in general the entire territory of Donetsk, Zaporizhzhya, Kherson regions pass under the control of Russia.
  • Ukraine officially recognizes all occupied territories as part of Russia and permanently refuses them
  • Ukraine is moving to EU accession
  • The US and Europe abolish all sanctions against Russia.

The executive director of KIIS Anton Hrushetsky, commenting on the results of the survey, stated that, despite the aggressive actions of the Russian forces at the front and massive air attacks of civilian cities over the last few months, the public opinion of Ukrainians on war and peace has not fundamentally changed.

“Ukrainians are still demonstrating openness to negotiations and the possibility of and reluctant, but the approval of complex decisions. However, the vast majority continue to reject capitulation requirements (what is the Russian Memorandum). Russia is the only real obstacle to a sustainable peace in Ukraine. Only pressure on Russia … is able to force the Russians to move to constructive negotiations, ”he said.

On August 6, a meeting of the US President Special Representative Steve Witcoff and Russian President Vladimir Putin took place in Moscow. The meeting took place a day before the end of Trump’s ultimatum, which requires Russia to conclude a truce with Ukraine from August 8. Otherwise, the US President has promised to impose 100 % duties on imports to the US goods from Russia and its trading partners.

After this meeting, Donald Trump declared “significant progress”, but acknowledged that Vitcoff and Putin’s conversation cannot be called breakthrough.

Trump also told journalists in the White House of the “high probability” of his meeting with the Presidents of Ukraine and the Russian Federation Vladimir Zelensky and Vladimir Putin.

Analysts from the American Institute of War Study have repeatedly emphasized that the Kremlin has not changed its intentions to conquer Ukraine and delayed the negotiation process in order to win time for further achievements on the battlefield and to receive concessions from Ukraine and the West.
