Among the individuals against whom Washington has applied sanctions are the head of North Korean intelligence, Colonel General Lee Chang-ho, and the General of the Korean People’s Army, Kim Yun-bok. They are said to be among the high-ranking officials accompanying North Korean soldiers sent to assist the Russian army. The list also includes North Korean Defense Minister Noh Gwan-chol, North Korean Military University chief Kim Gum-chol and other individuals believed to be involved in Russian-North Korean military cooperation.
Two North Korean banks – Golden Triangle and Korea Mandal – as well as representatives in China of two more North Korean banks – Korea Kwangson Banking Corporation and Korea Daesong – came under sanctions. The US Treasury considers them guilty of withdrawing money from the DPRK to circumvent previously imposed sanctions.
On the Russian side, four companies were added to the sanctions list: DV Inc. LLC, Novosibirskoblgaz, Sybregiongaz, and Vostok Trading, which, according to the US Treasury Department, supply gas and oil to the DPRK.

The US will continue to pursue illegal networks that contribute to this destabilizing activity,” the ministry said in a statement.

After the beginning of the full-scale invasion of the Russian Federation in Ukraine, Moscow and Pyongyang increased military cooperation. At first there were reports of North Korea providing weapons to Russia, later, according to Ukrainian and Western intelligence, Pyongyang sent thousands of North Korean soldiers to the Russian Federation.
