The United States is urging China and Russia to negotiate a new nuclear arms control treaty, but at the same time it says it will not stand idly by while Beijing and Moscow build up their arsenals.

Details: According to Rubio, the United States is calling for multilateral negotiations on nuclear arms control and strategic stability after the end of the JNA-3 treaty between the United States and Russia. These negotiations, according to the Trump administration, should be based on three principles.

First, arms control can no longer be a bilateral issue between the US and Russia. “As the president has made clear, other countries have a responsibility to ensure strategic stability, and none more so than China,” Rubio said.

Second, the US will not accept terms that harm the United States or ignore defaults in the process of concluding a future agreement.

Third, Rubio said, the United States will always negotiate from a position of strength.

“Russia and China should not expect the United States to stand by while they shirk their commitments and expand their nuclear forces. We will maintain a strong, reliable and modernized nuclear deterrent,” the US Secretary of State said.

He added that the United States will do this “while using every opportunity to realize the president’s sincere desire to create a world with fewer of these terrible weapons.”

“We understand that this process can take time. Past agreements, including the ATT-3, required years of negotiations and were based on decades of precedents. They were also concluded between two states, not three or more. However, the fact that something is difficult does not mean that we should not strive for it or settle for less,” said the US Secretary of State.

On February 5, US President Donald Trump called for the creation of a new treaty on nuclear weapons, as the current New START agreement (or NPT-3) has expired.

On February 4, the Ministry of Foreign Affairs of Russia stated that after the suspension of the SNO-3 treaty, the Russian Federation no longer considers itself bound by limitations on its nuclear arsenal.

And the deputy chairman of the Security Council of Russia and former president Dmitry Medvedev published a “scarecrow” about nuclear war in connection with the loss of validity of the SNO-3 treaty.
