““The terms of the contract, which came to the office of Vladimir Zelensky a week ago, mean an indefinite economic colonization of Ukraine. This implies the burden of compensation that cannot be achieved ””, – WRITE: www.radiosvoboda.org
The publication notes that it received a draft marked “Confidential”, dated February 7, 2025. The document states that the US and Ukraine should create a joint investment fund to ensure that “the enemy parties of the conflict will not benefit from Ukraine’s restoration.”
The agreement covers “economic value related to the resources of Ukraine”, including “mineral resources, oil and gas resources, ports, other infrastructure (by agreement).”
The US would have received 50% of current income received by Ukraine from resource production and 50% of the financial value of “all new licenses issued to the third parties” for future resource monetization.
“The terms of the contract, which came to the office of Vladimir Zelensky a week ago, mean an indefinite economic colonization of Ukraine. This involves the burden of compensation that cannot be achieved, ”says the article whose authors say that the contract seems to be private lawyers, not the State Department or the US Department of Trade.
The Telegraph notes that President Zelensky, who himself proposed the idea of involving the US in the development of fields in Ukraine, probably did not expect that he would face conditions worse than financial sanctions imposed on Germany and Japan after their defeat in the war in 1945, And worse than reparations, imposed on Germany as a result of the First World War.
The agreement was not officially reported officially about the details of the US.
On February 15, the political observer of The Washington Post Josh Rogin reported, citing American congressmen who participated in the Munich Conference that Volodymyr Zelenskyy refused the proposal of the US delegation to sign a memorandum that would receive 50% of all future minerals in Ukraine. Subsequently, the journalist said that Ukraine seemed to have not signed the agreement, because “in exchange for access to resources did not receive any security guarantees.”
US President Donald Trump said on February 3 that he wants to agree with Ukraine about an agreement that will provide US access to rare earth minerals used in electronics.

Subsequently, Zelensky stated that Ukraine was open to the US Agreement on Access to Liquid Earths and requires security guarantees from allies as part of any settlement.
According to the President, up to 20% of Ukraine’s mineral resources, including about half of the rare earth elements, are under Russian occupation. He suggested that Moscow could open access to these resources for its allies – North Korea and Iran.
On February 17, President Zelensky stated that the agreement on Ukrainian rare earth fossils should be accompanied by security guarantees by the United States.
“There were legal questions. The question is not just to take away resources, the question is that you are investing – that something from this resource. We are not a country of raw materials. This point is that we are not a country of raw materials should be clearly reflected in the document, ”the President stressed.
