The document provides for a fundamental restructuring of the conscription system, Verstka notes. Recruitment commissions will work year-round, medical examinations and psychological selection will take place.
The authors of the draft law explained the initiative by the desire to improve the quality of the draft. Human rights activists believe that the authorities want to create a constantly active infrastructure to replenish the army.
“Verstka” notes that it will be more difficult for conscripts not to be drafted. They will not be able to delay the procedures and will risk being detained by the police throughout the year.
